@codeWhisperer on a MUCH smaller scale, this happens frequently with the Free Staters in NH. they simply ignore getting any permits, do what they want & then defy the overburdened town to do anything about it.
this happens both with building/expanding dwellings & with businesses. most towns don't have the funding to continually take violators to court, or even full time building inspectors to keep tabs on things
