Can't see this working in any meaningful way. Either it composts the body and harvests the heat (takes too long), or it splits water into hydrogen and oxygen for fuels by some unknown method that gains more energy than it loses.

H.R. 8035 includes this: "expand the authorities of the President to transfer defense articles and services from DOD to foreign countries or international organizations" -- which could prevent this bind going forward.
