I'm really curious about this then. I assume there's some enforcement automation? Eg x number of reports in y minutes results in a block or kick. I hope a CoSo admin doesn't have to sit there watching with a hammer.

Blocks happen as soon as a user uses that function. Splats are directed and coordinated by Edward Twoonine based on user reporting. He’s your best friend.
