At 336 PM CST, Doppler radar was tracking heavy rain and isolated thunderstorms from near Grant NE to just SW of Scottsboro, moving NE at 20 mph.
#RAFAEL MAKES LANDFALL IN THE CUBAN PROVINCE OF ARTEMISA.
Maximum sustained winds at landfall are estimated to be near 115 mph.
Rafael is a category 3 hurricane... Little change in strength is expected before Rafael makes landfall in western Cuba."

Additional rapid strengthening is forecast over the next 12-18 hours, and Rafael is now forecast to become a Cat2 hurricane before it makes landfall in Cuba.
