Although I imagine that TFG wouldn't have wanted the optics of being dragged off by police, I think what really tipped the scales in favor of his peaceful surrender was Ron DeSantis' offer to shield him by refusing extradition.
TFG would never want to owe anything to DeSantis.
It's quite likely that Ron knows that very well.
