@AskTheDevil Africa was well aware of HIV as well as MonkeyPox. WHO and US CDC were aware but it did not deem them as something that would have any effect outside of Africa until it did. Practical disease control is to do it at the source so it does not get out of control. So yes, US was and continues to deem these diseases as unimportant. Climate change is bringing some of these diseases to US doorstep sooner than expected so Africa and other areas need assistance to stop them.
