During and after Reagan... The oligarchs figured out that pointing the finger at China or at immigrants would put off a large part of the people...
The constant droning about military spending being necessary but really being a golden calf that made BILLIONS for too many... Easily hidden...
Blame local taxes and destroy the schools to divert from the tax money lost by changing the corporate rates in the 80s...
