I'd like the NSA's take (or whatever alphabet soup would do it) on if this is a coded picture. OBL and crew have used pictures to hide messages. Couple ways to do it but one way is to envision that picture as a really complicated QR code.

Then again, maybe he was just nuttier than a fruitcake. 😂
