In case you see pet parts in your park or up in a tree (like the Yellin Felon described) there is a very simple explanation. If you have great horned owls or other owls in your area, if you have coyotes in your area, if you have eagles in your area, if you have bobcats in your area (& you do) they ALL feast on pets. Seen it many times. Cleaned up many remains over the years, and no there were no Haitians around.
