To the uninitiated-follow the link anyway-two separate Texas Senate bills instructing that the state can rerun elections (SB1993), and eliminates the position of Election Administrator (SB1750), but only in locations above a certain population in both bills.
Only one place has a population bigger than those limits - Houston/Harris county.
