Short of exterminating all the residents of a country/territory, cutting off the head just leads to a reshuffling of power.
In August of 2014 there was a plan agreed on by the EU, the Arab League, Abbas/Palestinian Authority, and the Netanyahu government of the time that would see Israeli invade and take over the Gaza Strip and then turn it back over to the Palestinian Authority.
But somebody leaked that plan and everybody washed their hands of it.
I don't think that they have a choice now.
