As a newly formed Tropical Storm bears down on the Gulf Coast, the GOES-15 satellite watching it, chose last night to say "I don't want to work" and its backup is not yet ready.

NEW: already has an eye, and may soon undergo swift or rapid intensification.

We can see the eye using the Brownsville radar:

New: there is a 50% chance that reaches Category 2 or 3 status per an assortment of weather models.

If Francine trends farther east, it will have longer over water and come ashore stronger.

There is an increasing chance of greater impacts and surge.

A weak low-pressure system over the northwestern Gulf of Mexico will continue to spread heavy rains ashore for coastal Louisiana, Mississippi, and the Florida Panhandle. MyRadar meteorologist Matthew Cappucci has an update.

The core of Typhoon passed over Haikou 4 hours ago, home to 3 million people, at Category 4 strength. It’s now centered over the Qiangzhou Strait.

A major disaster likely unfolding in China. While the area is typhoon-prone, this is at the upper echelon of historic impacts.

NEW: Haikou Meilan International Airport gusted to 110 mph at 10Z in the eyewall.

The airport is several miles inland. City likely saw gusts of 120 to 130 mph.

A few gusts of 140 mph probably occurred near Jingxinjiao in eastern Wenchang.
