If someone does something truly terrible in a previous incarnation, would or should they be held accountable for actions in a past life in their new incarnation? If so, in what way?
Like, you know, Stalin. Hitler. Idi Amin. Jim Jones. Some person who used to help Ghenghis Khan pile up skulls? Or Ghenghis Khan, for that matter?
Or is it a clean slate each time?
