Also i dislike the Mod commentary because there is no way for users to deal with abusive mods who act like "White knights" and are overbearing.

Twitch has no real system to report abusive mods. you have to go to the streamer, and I know streamers who 100% support any decision mods make, even if they cannot even explain why they took action like banning someone from a stream. Mods are lavished with praise, and that can lead to abuse like crooked Police
so you can be "blacklisted" without knowing it, for no other reason then a mod disliking you

That's why it's going to be important that streamers pay attention to that list of banned folks. There are certain streamers (mods of streamers) who's bans I would completely ignore.
Example, mod from streamer x's channel bans someone. I see the list and see the ban from a mod/streamer I know is toxic, I'm not going to ban the user.
I will most likely be using the list and only paying attention to likeminded streamers within the same community.

I'm not sure how they plan to implement the short content, but I will be surprised if it's done in a way that makes ANY streamers discoverable. I think It will just reside on your channel like clips do?
Streamers will really need to pay attention to the mod commentary. I need to look at that more, but I feel it could be useful and at the same time highly abused.
I've seen very little information on how it will all be set up. So I'm hopeful, yet skeptical.
