Last I read about this, the state had a decent surplus. The legislature chose not to expand medicaid (which is extremely restricted there anyway). Meanwhile, hospitals are closing, the elderly can't afford their medication, there's no preventative care - which has been shown to decrease overall medical costs.

And the state only has to cover 10%. Ten freaking percent to ensure people even have a hospital to go to when needed.
