Yes, unless there is a tie for some reason, then the House would decide.
I did some additional reading on this. There are several states planning to not certify the state election, preventing any candidate from reaching the 270 number.
But the constitution says "the majority of the whole number of electors appointed." So 270 would only apply if every state submits their counts. Probably wishful thinking on my part to think it would be that simple.

@EvilBunny Not certifying and causing so much chaos that it leaves the Electoral College and is decided by the House - one vote per state, and there are more red states than blue.
