I don't disagree with your premise. However, while producers keep producing, the incentive to put limits on usage is perhaps not as strong as it might be.
I'm in Australia where we could stop using fossil fuels ASAP but it won't do much globally.
Meanwhile, the busiest coal port in the world is an hour north of me and gleefully shipping a bajillion tonnes of the stuff off to Japan, Korea, India, etc.
It'd sure be good to have a mechanism to incentivise the reduction in demand.
