I don't think it's been published, yet, and I'd take a skeptical eye towards this kind of research. (No, I haven't read it.)

I've seen it referenced by the MisesInstitute, which is pretty fringe right.

@Pat_Walrond Probably both, but in cases of mandatory evacuations law enforcement should be enforcing the evacuations and the National Guard (or other state agency) providing transportation to those who need it.

These deaths were preventable.
