But, he's deep in how many and WHERE the outstanding uncounted votes are *located*, and similar minutiae of patterns both last month and in recent history.
When he says he's sure, I become VERY confident!!

The post RIGHT before his declaration says how he's so confident, if the numbers are coming in similarly from a lot of places:

It’s not quite yet mathematically impossible for Walker to win, but his campaign has already basically signaled that they know he isn’t going to win.
