Maryland voters.
Larry Hogan is trying to run saying he's against "Project 2025". But his history as Governor was more of he doesn't really mind the parts that align with his religious beliefs.

While Governor, we had a State Legislature that shut down his religious tendencies. In the Senate, there would be no such check. We CANNOT allow him to take that seat and give R's a Senate majority.
