What we're seeing in Italy is what we can expect when it takes hold in a democratic country, where leaders fear being held responsible for bad events and delude even themselves that it can't really be this bad. Xi doesn't have to win elections, and if he tells people they're quarantined, bang, they stay in their apartments. Send Americans home from work/school, and they'll be at the mall or hanging out in bars.
i have literally been practicing my entire life for quarantine. i promise i won't go to a bar.
